1994 Evinrude 15 HP initial carburetor idle adjustment

I'm sure someone smarter will give you the exact answer, but I've been told to screw it in completely, then open it one full round and a half. Then adjust it as needed.
 
OK, thank you. I'll be trying it later today. It only idles a couple seconds. Last time out it was fine. Runs great above idle. I took the low speed idle adjustment screw and the low speed plug out and blew it out. I'm going to try it later today. I was confused about the adjustment because I also read 1-1/2 turns out to start. This was 7 turns out and it ran fine the week before. I read on this forum that another guy had to put his out 4 turns. I'll try it and let you know how it is.
 
I wound up turning idle adjust screw in. It runs fine at 4-3/4 turns out. Goes into gear without stalling (on muffs not in water). I'll see if it works it's way out by itself after a few times out. At 7 turns out it's just losing its spring tension. Don't know how it can move by itself at 4-3/4 but I'll find out.

That is way more opening than needed. It sounds like this carb has a restriction and needs a full cleaning and rebuild kit.
 
I can’t say for sure about the 15 hp, but I have had several 8hp of that year. My factory service manual states,
“• Turn the low-speed needle in (clockwise) until it seats lightly; then back it out (counterclockwise) 3 turns. “
