1994 evinrude 140hp v4 looper

While out testing the outboard/ fishing the other day.
I travled about 2 miles at about 1/2 throttle to a fishing spot and it ran good. Fished for a couple hour. When going to test it back to the dock I started it and it died (still tweaking carbs) before i got underway. Went to restart and the battery didn't have enough juice. I am only getting about 12.8volts at the battery when idling. Nothing mo. re at higher RPMs. From the research I've done it could be the regulator/rectifier. Or at least it's the best place to start looking. Does anyone know how to check the regulator/rectifier? I think this my regulator/rectifier.
 
Just 6 small bolts hold it on top of the block.----It mounts over a water jacket for cooling.----2 yellow wires.---A gray, purple and a red wire on it.
 
Test the STATOR yellow wires..-----Post the ohm reading you get , yellow to yellow.------And 1 yellow to ground.----So 2 values are to be posted.
