1994 E30ELERM cutting out under load

I have a 1994 Evinrude 30HP. E30ELERM. It is a 2 cylinder. It is cutting out under a load. It idles and runs normally up to a speed of approx. 3 MPH. When it cuts out, it feels like the key was switched off then quickly back on. I believe it is the bottom cylinder is cutting out. The plug in the top cylinder is brown and looks normal. The bottom plug is oily. I have installed new plugs this year. I replaced the bottom plug and still have the problem. The coils and wires were new in 2018. I have included a video. Has anyone seen this problem? What was the solution?

Check gear oil.------Remove cowling and run with a timing light to see if indeed the spark is acting up.----Perhaps change plug leads.----Some simple testing will find the answers.
 
Update: I did all the testing that I could. I couldn't figure it out. I took it to a boat shop. It turned out to be the ignition box. I was leaning towards that. I almost bought one to try. I guess in this instance I would have been right. $400.00 for a shop to diagnose and replace the box.
