1994 60hp power trim issues

I recently purchased a 1994 tracker with a 60hp that had been stored for 3 years. When I tried to use the power trim the trim motor started to work but the trim did not change. The motor was stored supported about half way down with a bar that extends from the trailer frame. I removed the support arm from the frame and the engine stayed in place. I was able to manually lift the engine and lock it in the completely raised position. I changed out all of the old oil and unlocked the motor and it wanted to free fall back down. I set the engine back down and it only went half way down. I have been unable get the engine to lower any further almost like there is something stuck in cylinder. I would welcome any advice or input anyone would have to help me fix this problem.
