1994 25 hp Merc 2 stroke

I have a 94 25 hp 2 stroke that quit running. I rebuilt the carb. Starts up and idles for 20 to 30 seconds then revs up and dies. Anyone have this problem or ideas?

Gasket behind the carburetor on the right way ?

There's a hole in the gasket that must line up correctly for the fuel pump to operate.

Just my guess ---It is running out of fuel. Revs up as it leans out as fuel supply dries up in the float bowl.
