1993 Yamaha F9.9MSHR running rough...

Can anyone tell me if this rough running Yamaha 9.9 is in "limp" mode due to low oil pressure?
Recent work:
- tore down engine to clean out cooling passages, wouldn't pee, lots of salt and calcium cleared, now cooling well
- discovered crack in oil pan causing oil leak out leg/prop, patched using JB-weld
- new oil pan gasket, new head gasket, new exhaust gaskets
- engine ran very smooth before teardown and oil pressure light illuminated good
- engine now runs rough and no oil light
- engine will not rev beyond what you see regardless of throttle position
If anyone recognizes this running behavior and knows where to start troubleshooting, I'm runing out of ideas.
- I tried moving timing belt 1 tooth each direction, no change.
 
Answering my own question here, "yes" that is what low oil pressure limp mode looks and sounds like. At least I'm making that assumption. As I disassembled the engine and removed the cover plate for the oil pump I discovered that the portion of the camshaft that drives the oil pump had failed. Severed, broke... I won't be spending the $247 for a new camshaft but will be on the lookout for another 9.9 for parts.
