1993 TJ60TLETD no spark

I have a 60hp Johnson in a 18 ft bass buggy. Boat had been sitting for a while when I purchased it had to redo all seat and furniture along with console. After getting all done went to start motor and would not spin found out switch on throttle was bad so put wires on a toggle switch. Motor now spins but no fire go TS guide online from CDI and followed guide for trouble shooting. 1st disconnected black/yellow wire from power pack and no spark 2nd disconnected yellow wires from rectifier no fire 3rd checked all grounds and also backtracked black/yellow wire back to key switch no issues. Next I checked ohms on brown to brown/yellow wires got 867 and then orange to orange/black wires got 424 which both are in top of specs then I checked white to white/black wires got 676 which is past specs by 176. I don't have a DVA is there any way with out a DVA to diagnose which component/components are bad.:confused::confused::confused:
 
Boat doesn't have a tether the switch was in the throttle control/ shifter forward/reverse. I just took control and steering loose from old console and built new console and reinstalled steering and control back on new console. With the wires hooked up to switch motor would not spin and the little switch out of control and it was broke so put wires on a toggle switch cause it looked to be a neutral safety switch so motor wouldn't start in gear. Without a DVA I don't know what else to check. One would think there would be another way to check components. Any help would be well appreciated.
