1993 johnson 25 hp not pumping water

I just bought a 1993 johnson 25hp. When i bought it it ran fine off of muffs. I started it and there was no water being pumped. Nothing out the top hose or exhaust. Today i installed a new impeller, turning the impeller clock wise. I started it and it now spits water out the exhaust holes in the rear shaft of the motor and spits water out of the front of the shaft, 2 holes. I still get nothing out of the upper hose. I took the hose off from the side of the motor and ran it and still nothing. I was thinking stuck closed thermostat? please help
 
When you replaced the old impeller. Was it Intact? Was there any pieces of the old impeller chewed up? Best way to see if anything is plugged would be to remove the lower unit. And use a garden hose directly on the water tube. Pull the thermostat and see if water comes out. Also look inside the mid section with a flash light and see if any water is leaking where the water tube goes into the powerhead

Sorry I'm so slow, this is my first time on here. The impeller was intact. when installing the lower unit is it better to install the tube first into the power head or push it in with the lower unit?
 
Ok. The impeller looked weak and looked old, If i needed an impeller and created a new problem for myself. i installed with lower unit. i will take it apart tomorrow and put it up and also test with water hose before reinstalling. I thank you very much for your help
 
Thank You so much for your help. I pulled the lower unit off and installed the tube first and it is running water great. I wish I could buy you a beer or soda whatever you prefer. I will make sure to order my parts from this web sight next time I need something
