"Will run at 5,000rpm for about 5 minutes, and then motor starts to surge. Motor will idle at 1200rpm. What do I need to look for? Also, motor has new power pack"
 
"Pump the primer bulb up hard

"Pump the primer bulb up hard and hold it..if it runs OK then, look for a retrictiom/air leak in your fuel lines..or your vro pump some where..if still has the problem...rebuild the carbs paying ,attention to the high-speed jets..."
