1993 Faststrike 150 crank case assy problem

I took apart my 150 to replace rings. All was well until I put on the crank case cover, when I started to torque down the center crank bolts it starts binding. It still turns but hits a hard spot upon every turn. I was able to seat the 2nd and 3rd bearing in the pins. The first pin seems to be flush with block and unable to seat properly. It seems to bind when I start putting pressure on the top journal. Any sujestions out there ???
 
If one of the pins is flush with the block you will have to remove it.-----Install a new locating pin.-------------All the mating surfaces have been cleaned meticulously and are free of any bumps and burrs ( damage ) , it needs to be for a long lasting rebuild.
 
Doug, Remove the locating pin that has been pushed in flush. Use a drill bit of an appropriate size so as NOT to enlarge the pin receiving hole.... usually the pin will spin out of there pretty quickly.

Then install the new locating pin to a point whereas the widest portion of the pin is still NOT down where it belongs... just slightly higher than normal. Now, using the sleeve half as a install tool (old sleeve if you have one), lay the sleeve (sleeve hole) over the pin and finish tapping it in with a piece of wood where it belongs.
