1993 Evinrude 115 bogging down

I just bought a used 18' f

I just bought a used 18' flats boat it has a 93 evinrude 115 it was supposed to run perfect the guy i bought it from was the orignal owner and seem to tell the truth. I thought. The problem is the motor will not go wot and wont get up past 2000 rpm in drive. I started trouble shooting and found the compression was high and even and i removed the vro cause i was told it gave him problems before. And would cause the boat to enter slow mode. I checked the spark and all was good except one plug wire was jumping but still getting spark. The primer bulb is always full and i replaced some of the fuel hose at the back of the boat. I put Sea Foam in the motor today and it didnt help. Any suggestions? the water coming out the pee hole supposed to be cold all the time? the motor runs great it idles fine it revs up without sputtering backfireing. Just wont get up and go.
 
Also i can get the motor going

Also i can get the motor going good when i first launch it seems to have power up to the 5500 rpm. But it slowly revs down until im not on a plane and stays there. I also pumped the primer bulb while the throttle control was down all the way and that didnt help. Any help is needed

Most common problem I can think of is maybe the carburetors need to be cleaned.

I did the carbs today and i found some small pieces of rubber in one. I think thats my problem . thanks sleeper
 
You're welcome. Small pie

You're welcome. Small pieces of rubber. Deteriorated fuel line maybe? You may want to consider replacement if not already done.
