engine will not shift from fow

engine will not shift from foward or revese into neutral while engine is running: however it will shift from neutral to either gear while it is running. Any Clue?

"depends on how the shiftshaft is connected, normally the lower unit needs to be lowered and reinstalled in the right position. Easy job, I just can't tell you exactly. Perhaps someone else will jump in. You will need a serial number off right hand transom bracket."
