1992 Yamaha 25hp

Ive got a 1992 25hp Yamaha 25ESHQ that turns to freely when you let go of the tiller handle. I'm sure this has been addressed somewhere but I am not finding it. Ive seen it referenced as a tension screw but when I go through the schemetics for the motor I don't see this reference so if anyone knows can point out on what I would assume its should be on bracket 1 or bracket 2 but I'm just not sure where. Thanks.

I just went out to the shop and looked at a 1994 25 I have in stock, the tension screw is 10 mm, port side, upper part of swivel housing that provides tension to the swivel pin bushing.

Bracket 1----items 18 . 19 , 20 -----I think.
