1992 Silver Star will not start 150 hp

I removed the cover and found

I removed the cover and found the engin to be full of gas. I removed the plastic shroud over the carbs and discovered that gas drips from the carbs when I pump the bulb. I am sure this is flooding the engine and not allowing it to start. The engine has been in storage for a while. Any ideas on what my problem is?}
