"If I have electric to the tach but the tach doesn't work, does that mean the tach is bad? I have NEVER shorted the batteries.

Sorry took so long to respond, it's cold here... Brain is frozen...

Could be many causes.

Bad tach?
Incorrect tach for motor?
Incorrectly wired from motor?
No pulse from stator?
Bad wires or connections?
Poor earth in circuit? Needs earth for reference point of pulses to give reading.

Can't think of any other possibilities? Any other opinions from the Veterans?
