1992 Mariner 4Hp (3B4) Two Stroke

I have recently obtained a 4HP Mariner which starts and runs but then the carb floods. Needle valve etc look fine and carb is very clean and I am at a loss as to why it floods. Any suggestions would be appreciated
 
Thanks for all the suggestions!! Anyway for info I purchased the carb repair kit which included the needle valve and he presto all ok now. Still not convinced it was the needle the gasket has two "0" rings in its build and I feel the fuel was being pumped across this but only a guess!!:rolleyes:
