1992 Johnson 48 SPL HELP

I have a 92' Johnson 48 SPL and recently lost reverse and neutral. When I go to start it starts in gear and the throttle disengage button is also not doing anything. Recently purchased the boat and it was running fine. Just replaced the lower unit oil and did not see any metal shavings, which my initial thought was a gearing issue. Any thoughts?

Those lower units are not robust in my opinion.-----Is the shift rod moving when you operate the control box ?----Perhaps the pin at the top fell out.----Look under the starter motor.
