1992 Johnson 150 Hp

I am having trouble with my 1992 150 hp power tilt and trim, the relays click but the motor doesn’t run. Also I cannot raise the motor manually. I turn the screw and raise the motor but it goes right back down even after tightening the relief screw.

Did this work for you last season?----Bypass the relays and wiring to see if motor works.----The 12 volt + to blue and - to green is for UP.----Check fluid level.-----Remove circlip and replace 0-rings on release valve.
