1992 evinrude 120

is there anyone here that can help me with this 1992 evinrude 120 outboard it has 4 carbs i cleaned the carbs and put fresh fuel in the tank it runs but its idling up and down on its own i can put my hand over the carb on the top right it lines out almost like that carb is not working please help

I would have trouble helping you lift it in the back of your truck.----But I might be able to rebuild the motor and lower unit.

Does it run on all 4 cylinders when you put your hand over that carb ??
