1992 40hp Johnson won't start

Was running fine all summer till today. First sign of trouble was Motor started surging... was cruising at 3/4 throttle, when motor started slowing down, then speeding back up, like fuel flow being interupted. It finally stalled out. Fuel bulb was soft (but not flat) I pumped fuel bulb till firm, started again and ran ok for a minute or so, then pattern restarted. switched fuel tanks, and tried again, same thing. After stalling out again, Now bulb wont get firm when pumped and won't start.

any suggestions? Does this sound like clogged carbs, bad fuel pump, clogged fuel filter or somethin else?

Thanks for the reply...I will check the plugs and see if I can get to the float bowls plug to drain this am, never tried on this motor; any idea what needs to come off to get to drain plugs? Carbs were last rebuilt 3 years ago by previous owner when he rebuilt top end. Was running like a top - went through couple 6 gallon tanks of fresh gas the day before before, then issue surfaced.

it is VRO2.
 
Turned out the fuel line connections from tank were the culprit, if they had even slightest tension on line it would suck air instead of fuel. Thanks.
