1992 25 hp mariner help

i started my 25hp 1992 mariner

i started my 25hp 1992 mariner the other day for the first time the season and noticed that the water discharge is is coming out sporadically. is this normal? is there a thermostat inside the motor that tells the motor to discharge water when it gets hot enough or should it discharge at all times? i did have water in a bucket but the bucket of water just barely went over the whole intake at the bottom of the motor. sorry for rambling! any help would be greatly appreciative! thanks
