1992 25 hp Full throttle problem

"Well when I took it out the first day after winter storage, it ran fine. The next time I took it out I couldn't put it in full throttle. It starts to rev up and down kinda of coughing. Once I put it down to 3/4 it seems to be ok.

I did the folowing:

Replaced and gapped plugs
Used new tank with new hose and fresh fuel.
Checked fuel screen/filter

Any Ideas ??"

"Yep I did ad fuel saver in it, Stabil . Anyway i took it out today after adding some Stabil Marine grade to the new fuel and It's back to normal !!!
