1992 100hp 2 stroke outboard

Hi,
Got 1992 100hp, in day primer bulb goes soft and when i start it puff out smoke, running rich? and when i lower rpm from cruise to below 1600rpm it dies, and idles at high rpm only.
Keeping it a minute for high idle i can try to take off without shutting down.
Also idle is little bit rough and it shakes a littlebit on below 2000rpm.
What to check first?
Previous owner says that spark plugs are new.

Have to buy gauge first.
Removed plugs and lowest cylinder had liquid in it, has been 2 weeks from last ride and enginen didnt turn.
Is it possible that water went some how in last cylinder, and how?
At least it had some Fuel on it but smell was lame so im not sure...

You need to sort this out ASAP.----If water gets on the bearings the motor might suffer an early demise.
