1991 OMC Cobra outdrive question

I just assembled the upper and lower unit on my outdrive and took note there is no gasket that seals between the two units. My question is this: Since there is no seal, does the inside of the upper unit fill with water aside from where the gears are? I know there are water ports in the upper unit, but aside from them, does the inside of the unit fill with water where the shift rod is at? I am assuming the shift rod becomes submerged when the boat is on the water??? Thanks for any input.

Yes, The shift shaft area is a wet area. When you put the halves together the thick O-rings on the lower drive shaft housing are the seals so water doesn't enter the upper gear.
