1991 Nissan NS90A Starting Problem

Having trouble starting motor. I have power going to starting solenoid but no power going to the starter. I have replaced the solenoid. I checked all of the grounds, and power cables coming into the motor from the battery. The neutral safety switch works (checked continuity) and I have checked the safety kill switch (checked continuity). The tilt trim also does not work. I have checked the relays for the T/T, everything is getting 12 volts and has continuity. I have a new main fuse in as well. The only odd thing I found is when I checked the power coming in (ohms) I would place one wire on a ground and the other on a power cord from the battery, it would have short beeps.

I have bypassed the solenoid and checked the starter; everything turns over as it should. I checked the continuity in the battery cables and the continuity in the signal wire from the nuetral saftey switch. Everything checks out.

What am I missing? I feel like I have exhausted most options.

I take it this is a Remote. Have you tested whether you are getting power to trigger the solenoid? Have you checked the key switch?
