1991 Johnson GT 200 timing issue

I’ve got the J200STLEID model, attempting to do the Joe Reeves method for timing as I replaced the timing base and power pack. Upon following the instructions of disabling fast start and check timing my light is indicating I’m at about 29 BTDC and need to be at 18 (or 14 via Joe reeves method). The problem I’m having is in order to achieve that number I need to completely bottom out the advance stop bolt leaving only about 3/4 of an inch between neutral and advanced. Which doesn’t seem right to me, or am I doing something wrong?
