1991 Evinrude 15HP not turning over

Hi,
I have a 1991 Evinrude 15hp that will not turn over. i have spark, comp @80psi, carb rebuilt and fuel pump rebuilt. I've tried to spray gas in the spark plug holes but still wont even turn over.
Please help...

please describe your engine..is it electric start?..when you say turn over are you saying the engine will spin but not start or will not turn at all?

It is a pull start. Yes it will spin but it will not start all.

Check flywheel key.

what does the fly wheel key do, and how do i check it?

The flywheel key controls / is the timing of the spark.------Pull the flywheel.---------In my opinion a no $$$ spent test / trouble shooting step.
