1991 70TLRP Bogging

1991 70hp, Motor starts and idles perfectly, revs great in nuetral but under load it will only get up to 1100-1200 rpm and giving it any more throttle causes it to sputter out and die.
Carbs have been cleaned twice, reeds are clean and functioning, its getting fuel, replacing CDI had no effect. No idea what to do at this point

Open low speed mixture screws 1/8th turn at a time.---Test run.

Did you do a link and sync? While you're doing it make sure your magneto control lever isn't stuck in place. I just had a similar issue on my '89 115 and not only was the full advance position off but the magneto control lever was stuck at full retard and never advancing until I cleaned it up real good. Probably not the most common issue but that's what mine was.
