"<font color=""0000ff"">So here my situation. The power tilt goes down. If I reverse the wires to the motor it will go up when you press down button. The relays test good. If I press the up button and take the ground wire to the motor and hold it to the motor it grounds on the motor and the motor goes up. So it seems to me that the ground wire is not connecting when i press the up button! I think thats the black wire in the relay.

sounds like possibly a bad sol

sounds like possibly a bad solenoid. maybe also check condition of wires. i had some burnt wires. good on the outside-bad on the inside.crystalized wires can cause a lot of resistance.

It has relays that test good with multimeter. Tested relays out side of motor all seemed good. If I switch them around same results so I think they are good. What ever supplies the ground on the up circuit (BLack) seems to be bad because if I hold the ground to tilt motor to engine relay clicks and motor goes up????? Motor goes down no problem?????
 
I had a similar prob with my 9

I had a similar prob with my 96 Intruder. Come to find out there was one of the wires that was bad like described above. Had to rerun a new wire from the trim switch on the shifter to the motor and put a new connector on it and bam problem fixed. I would double check all the wires with an Ohm meter and verify the wires are all going to the right places on the relay harness and have good connectivity first.
