1991 15hp 2stroke Evinrude; No start

Hey everyone, just got my first boat and it has this 91’ evinrude that I’ve been trying to get started. To keep it short, I’ve replaced/rebuilt everything outside of the motor except the fuel lines and the power pack under the flywheel. I have no spark on the top plug still and the bottom sparks but seems very weak it’s just barely noticeable. I’ve read a few threads on here already and it seems I should check compression so I’ll do that soon. I’ll attach a picture of the power pack since that’s where I think my problem is. There’s some goop underneath it and I’m not sure if that’s from the factory or if someone messed with it before. I appreciate any help or advice with this, thankyou

Here is the power pack that’s currently on it. I already ordered a new one and it’ll be here in a couple days now so we’ll see
