1990 johnson tilt and trim problem

Hi guys I have a 1990 Johnson that the tilt and trim unit just stopped working proper, the motor is working fine, the trim rods do go up and down but only when i release the upper end of the oil assembly line on the center cylinder, when the oil assembly line is tight, only one of the trim rods moves up and down but not all the way. the center cylinder's rod doesn't go up or down at all like it should. any help will be greatly appreciate.
 
It's possible that you may have a very slow leak that has finally caught up with you.

Make sure that the manual release valve is snugged up tight (don't overdo) when testing electrically.

With the engine in the fully tilted position (loosen manual release valve 2 turns) and fill reservoir to overflowing, then replace fill/seal screw plug. You may need to do this refilling a few times. The unit is self bleeding.
 
The manual release valve should be returned to its normal screwed in (closed) position.

I mentioned having it backed out two turns so that you could manually lift the engine in order to fill the reservoir.
