1990 Johnson 8hp 2 stroke

Picked this up about a month ago for 100 bucks. Pretty good deal. I’ve been running it on my 12ft Jon boat and with a passenger it’ll push 20 miles an hour. Recently I’ve been running into an issue where after running it and stopping the engine it doesn’t like to crank back on. It’s perfect at idle and under load, but once you try and restart it that’s where the issue comes in. I can start it with a squirt of starter fluid which I know is not good for it. Is this an issue with the oil-fuel ratio? Am I fouling the plugs? They look clean and I’ll replace them but I was wondering if it would be a different issue? It’s my first outboard. Thanks
