1990 Johnson 40hp need help diagnosing the problem

I was told it was a 1990s model 40hp Johnson . I am having a couples issues with it . You can take and put your hand over the top carb and it does nothing , putting your hand over the bottom carb kills the engine . I ran the engine at night and I can see a blue ring (light hail) around the plugs where the metal meets ceramic and a little blue spot on the coil pack where the ground strap goes ( when I see this it wants to back fire ). I put a new coil pack , wires, and plugs on it. New to boat motor so any advice helps thanks I’m going to try to get a video of what I’m talking about

Model # of motor ??----The top cylinder has ---No fuel.-----Too much fuel.-----No compression in cylinder.----No spark.----Or no crankcase compression,-----Post actual results of a compression test.----If fuel pump is mounted on the side of top cylinder , check diaphragm.----Did you just buy this motor ?---If so , any warranty?

I tested the compression and it was 125 and 135 but I can get pictures if needed . Have checked the diafram and seems to be good .i have checked spark and seem to have spark but don’t know if it is strong enough , can test it though. I will take the drain screw off top carb and see if I’m getting fuel . New to boat motors so really didn’t know where to start other than compression .
