1990 Johnson 25hp not peeing water

Hey guys, so I bought a John Boat and it came with a Johnson 25 hp motor on it. The model is E25eese. It was peeing water when I first got it, but had some other problems with the fuel line and prop so I fixed the problems and it stopped peeing last week when I took it out. I thought it was the water pump. I changed the water pump, put in a new impeller and everything still does not water out the hole. There is hot steam coming from the pee hole. It looks like it wants to pee, but won’t. Almost dripping but only a bead at the tip. I’m confused on what going on. Also getting water in lower unit. I was getting water in the lower unit before I changed the water pump. Thought it was prop seals so I changed them. I know I put them in the right way, and I just put a new water pump with seal on. No clue what to do. I need help.
 
I am certainly not the most qualified on here to provide you with advice, but since nobody has answered I will attempt to give you some guidance. First and foremost, you're going to have to stop running the motor until you can determine exactly why it is not cooling. Otherwise, you're going to ruin it. The steam means it's getting hot. You obviously have multiple issues, but I'd start with the "no water". First, I suggest you remove the lower unit and test the pump's operation by placing it in a bucket of water and using a battery powered drill w/suitable socket to turn the shaft CLOCKWISE....water must shoot up from the pump outlet. If not, the assembly is not sealed properly or the water passageway is clogged with sealant. Acquire a good service manual and follow the reassembly instructions EXACTLY as outlined. If you don't have this assembly sealed put together correctly, air will enter and it will not pump. Test again after reassembly as previousy instructed. Once verified as working, reassemble and make sure NEW water outlet housing grommet fits into cooling pipe inside of motor. Fire it up again it a test bucket with a water level at least 6 inches above the water pump intake. Immediately check for water exiting the exhaust or tell tale, if equipped. If so, water problem solved and onto the lower unit rebuild. If no water, check all water passageways within the motor for clogs (see a manual for water flow diagram). Post results of this exercise and we can go from there. Good luck!
 
Pumps are elegantly simple.----Never had to test one with a drill.----Did water tube come out with the lower unit ?-----If yes , did you put the tube into the exhaust housing first ?----Note---I am not there to see what you did.----In a bucket the water level MUST be 6" ABOVE the impeller.

So if after doing all of this then what?
I've hosed water through the outboard through brass pipe, pees super. New Impeller, ordered another one. Pumps on dril, checked brass to put in 1st check
What am I missing here
