1990 evinrude junior water pump

i have a 1990 evinrude junior.the service manual shows the water to exit from the 2 holes above the propeller in the gearcase but when mine is running it spits out of the 4 exhaust holes above the pivot bushing.is the water pump bad?

Water spits out those 4 holes when running.--------If you do not know the age / condition of the impeller it needs a new one.---------Cheaper than a new motor.
