1990 evinrude 200xp take off issues

I have a 1990 200xp evinrude on a 201 pro stratos, that will start and run fine no missing and first take off runs pretty good but after you stop and fish for a little bit and go take off again it will start right up but acts like it has no take off power at all. If you keep messing with it , it will eventually go and after that then it's good the rest of the day . I have changed the stator , timer base , power pack , new flywheel , rebuilt carbs and still nothing . It runs good when it's cooler outside not sure what that's about . I have not had any issues since last September with it until now . It's started doing it again . Thanks for any info
