1990 90hp 3 cyl merc carb probs

good spark goood comp 125 about 1200 1500 rpm the top 2 cyls dont seem to fire pulling plug wires off one at a time the bottom only seems too be working spraying choke cleaner in to top two carbs seems to run better took all carbs cleaned all good even used fishing l wire leader on all holes floats set right mixture screws set one and quarter turns i did this twice reed valves look good with flash light and get a slite pop when pushed easy did not take the valves off too look when running useing a piece paper does not paper away from carb to me reeds seem fine? i have rebuilt quite a few of these carbs all worked any ideas im missing somthing thanks guys
