1990 9.9 johnson water pump

Is a water pump submerged in water when in a normal position on a boat? I understand the water being pulled thru the pump and into the power head, but is it also covered in water on the outside? Thanks

It must be submerged for startup.---The pump is not self priming.-----Does not need to be submerged once boat is at speed.--------A common mistake when testing a motor is to only have water intakes submerged and not the pump.

Thanks for the replies, What I was wondering if salt water is surrounding the pump in the down position at idle ? Thanks again.
