1990 2.3 L OMC engine change question

I just replaced my OMC 2.3 Liter engine. The replacement engine that I bought has everything on it including wiring harness and carb. I tried to crank it today and the engine was spinning over, but no fuel was getting to the carb. I pulled the fuel hose off where it goes to the fuel filter/water seperator (first stop from the tank) and the hose was dry. I was able to syphon from the tank to the filter so I know the fuel line isnt clogged. Do I need to somehow "prime" fuel so that the new filter fills up? I thought by turning the engine the fuel pump would eventually suck fuel, but no joy. Any recommendatios would be appreciated.
 
pump shot maybe, feel any suction on the pump when cranking. Cracked hose maybe allowing it to suck air.

Maybe to get it running bypass the sep. for now. Dribble a little gas in the carb and get it going and then go back after you got it running good to figure whats wrong with the sep.

Is this a new filter you just put on or is it an old plugged up one? Some guys will pre-fill with gas before spinning on but your right the pump should be able to fill it after a few cranks. Do you still have the old engine/fuel pump...could try a swap?
 
To get my 2.3L going after I bought it (P.O. had not run it in 5-6 years), I dripped some fuel down the carb. And after installing new points and condensor, it fired right off.
