This engine has a 35amp water

This engine has a 35amp water cooled regulator/rectifier. The in dash voltmeter reads 16 vdc at almost any rpm above idle. My vhf radio gives me a high voltage alarm which confirms the reading on the voltmeter. My batteries are maintenance free so I can't tell if I am losing water as a result of the over charge. Any body have an idea what could cause this?

"are the batteries warm /is the carpet or area around the batts discolored/smell anything.
do a check with a known good volt meter on the batt while running,16 is a little high"

"The battery voltage reads 16 vdc (using a Fluke digital volt meter) while the engine is running. When the engine is off, the battery voltage reads 12.76 vdc. I am not aware of any fluids leaking from the battery. I am looking for a reason that the voltage is high."
