1989 OMC 4.3

In the fuel pick up tube, is the back valve (check valve) important to keep the fuel level in the fuel filter full? My boat will feels like it runs out of gas after a long run and then it will start up again after pumping the crap out of the throttle to get the fuel back to the carb. It feels like I have run out of gas and then filled up again. When I take off the fuel filter it is less than half full. Any ideas on this one??
 
The valve is an anti-syphon valve. It is a safety feature. IF it was just a simple hose barb the engine would still run normal.

The anti-syphon valves do fail with corrosion. The pick up in the tank could be plugged or cracked too which would allow air into the fuel line.
