1989 Mercury 35 HP Choke help needed

My choke shutter fell off because the screw came out. I'm trying to put it back on but I can't figure out where the brass weight (bottom of the picture) is supposed to go. It would make sense that it would be either straight up or down because this would allow its weight to open the shutter but there isn't any room straight down and it doesn't work up either. Can anyone help?

That is the plunger from the choke solenoid.---------Look above the carburetor for a round thingy ( with a wire attached ) that it fits into. This plunger pulls the choke closed when you activate the choke in the control box.
 
Thanks - I found the solenoid and solved that problem but I think I'm still missing something. When the solenoid kicks in or I use the manual lever to close the choke it stays closed. Is there supposed to be something to open it back up?
