1989 Johnson gt150 from hell.

bought a very clean looking 1989 johnson gt150 but i cannot get it to start. so far i have replaced the timer base, and cdi power pack and still nothing. It has no spark to any plug and turns over (atleast 300rpm)
heres a list of everything that is tested please give me some suggestions on what to try next.

stator good tested per manual
timer base is brand new
cdi pack brand new
inline fuse is good
grounding is good
keyswitch is new
emergency stop tested good
coils have continuity
spark plugs are new
choke works
primer bulbs squeezed
tried starting fluid
its in neutral
starting procedure is priming bulbs and pushing choke while it turns over.
mca battery 700
 
Does spark jump a gap of at least 3/8" on a test device ?----Possibly an issue with pins in rubber plug in connecters.------Too many new parts.-----Too much guessing and poor trouble shooting.-------I would take starter apart for inspection.----Load test battery.-----No beer tokens spent to do that.

forgot to mention the boat is a restoration project however the engine looks like it just rolled out of the shop in 89. yes there is several new parts including a new battery, but that is just for definitive troubleshooting as the parts can be returned. inspected all the wires on the entire block for loose or missing connections and cannot find one. yes there is a bit of guessing but from my understanding the strator timerbase power pack sends power to the coils and fire. the timerbase and strator test good although no power is reaching the coils. The more i test it and look into it the more it seems like this is a hidden killswitch issue. if the engine rotates on starter at 300 rpm, and has 100% working ignition components what else could prevent it from getting spark.
