1989 Johnson 28hp SPL stalling at troll speed

Hello, I'm new to the forum. Hope you guys can push me in the right direction..

I put stable in my gas tank end of the year last year and ran it threw the carbs then before pulling the boat out i un plugged the fuel line and let it run out of fuel like i do every year for the past 4 years.. well this year when i pulled it out of storage i took it out for the shake down cruise and its stalling at troll speeds.
its not happening all the time either.. like it trolled for a half hour and ran awesome with no issues then all of a sudden bam! shuts right off but starts right back up and i keep trolling sometimes the problem will keep happening sometimes it starts running fine again.. My first thought was is it my fuel pump?? Checked the primer bulb and it stays stiff and hard to press and while its running squeezing it does nothing.. when it does stall its so fast it doesnt stutter or cough or anything it simply just shuts off... Runs perfect at WOT no issues or skipps it only does this while trolling..
tried messing with the low speed screw and still same results

it happened about 6 times in a row last time i was out.. then it was fine... I did notice last year while trolling if the weight in the boat would shift like if i moved to one side of the boat it would bog down a little then come back up sometimes even stalling but not as much as it is this year..

I already have a carb rebuild kit but have not rebuilt it yet and i have never done it since ive owned the motor... thinking maybe its time?? seems like a lot of fuel don't get used up also. under the cowling theres always a puddle of fuel in front of the carb.. kinda messy actually but its always ran and been dependable..


do you guys think my float is just getting sticky?? sometimes it don't happen and it runs beautiful but then it will start doing it and i have to pull my lines in and go for a blast then bring it back down and it seems to be fine till it starts doing it again... its almost seems like my float is sticking but before i rip it all apart i wanted to hear what all your thoughts were on this..

Plugs are bran new
and look good when pulled out.
it def seems like a fuel isssue but not sure..
 
I would fix what I see broke...the puddle of fuel is wrong regardless of the reason...


Well, Yesterday I rebuilt the carb.. It was actually pretty clean but did new seals new seat and needle new bowl adjusted bowl height that manual recommends...

I fired it up and ran at a low idle and it didnt stall.. trolled around at about 1.5MPH without it stalling so i think it definitely helped but i still have an issue with it coughing and almost stalling when the weight in the boat shifts to much.. I think the fuel im getting is actually something to do with the electric primer leaking somewhere or something.. It seems to be working though.. i can hear it click when i push the key in.. with the valve open to manual fuel comes out the lines when i pump the tank primer.. but maybe its leaking somehow.. I all so think maybe thats why its bogging and coughing when weight shifts in the boat..


Can a electric primer cause running issues like that?? if its not working right? What is weird is i can hear it click but while its running if i push the key in it doesnt stall or cough or anything.. shouldnt it mess with the way its running if i push the key in while it is running?
 
Yes there should be a response from the motor when pushing the key in during operation.-----------The motor should slow down and eventually stall from too much fuel.-----------Perhaps the issue is the fuel pump output pressure.-----------Install a fuel pump repair kit to see if that helps.

I will try that next... Only reason i didnt think fuel pump was because it runs awesome at higher rpms but maybe not enough for lower rmps while trolling..

Ok rebuilt the fuel pump. the old gaskets didnt look to bad but i changed them all out and im still getting the same issue..

I did a compression test and got 105psi on the top cylinder and 110 on the bottom one so compression is good..
i did notice its al so not charging my battery anymore.. I did a resistance check on my stater and the readings were higher then the service manual said they should be.. service manual says i should get .27ohm + - .05ohm and im getting like .9 to 1.0 ohm. is my stater no good??

I have a new rectifier coming and didnt test it because it was cheap enough to just replace and an easy job.. it could be that making my battery not charge..
will a stater thats working to not all its potential cause a low idle stall?? id assume if its throwing off the wrong voltages it could maybe make my coil pack not fire as they should sometimes? when i pulled the plugs they both looked evenly burnt.. i will be putting new ones in anyway but they both seem to be burning right..

Like i said its real intermediate.. motor will be purring like a kitten then all of a sudden it will start to studder shake sometimes stalling sometimes not.. it always bogs down if i shift the weight in the boat to one side but not the other.. so i'm not sure whats going on..
 
oh yeah one more thing.. i have a service manual that gives me good testing Technics but not to good on how to do stuff.. what kind of manual would tell me more?? do you guys have a favorite manual that you use?? something with good step by step instructions that will tell me how to change my stater??
