1989 Evinrude Twin 140 with 2 different problems

"History, I have 2 89 evinrude 140 that I just purchased on a 25' boat. I did a compresson check on both motors and stbd was 125 +/- 2 psi & port was 135 +/- 2 psi. The previous owner did not have any filter/fuel seperators on either engine. VRO's have been disconnected. When we took it out for a sea trial the motors would cut out intermittently after 5 minutes of running. I figured it was carb related so I pulled and cleaned all carbs and installed 2 new filters/water seperators. Took the boat out for a spin and I did not have the original problem but 2 new ones. When I throttle up both engines to get on plane the stbd engine revs to 2500 rms sits there for about 20 secs and then climbs to the proper rpms(say 4500). The port motor climbs steadly to 4000 rpms and will not go any more at wot. Any ideas on where I should start? What is the max rpm's these motors will do? both props are 14 1/2 x 19. Port Engine: changed


Update:
Port Engine: changed the oem fuel filter next to the fuel pump. The filter was pretty clogged with a brown powdery substance(like wet wood shavings). Could this keep it from climbing above 4000 rpms? VRO pump was plugged properly.

Stbd Engine: there was no filter so I added 1 by the fuel pump. The VRO portion of the pump was missing and there were no plugs in the holes. Can I just put rubber plugs in the 2 holes? Could this have caused the engine to stall at 2500 rpms for 20 secs or so?
