1989 Evinrude 70HP VRO Bogging down at acceleration.

My 89 Evinrude starts right up and runs great hooked up to the ears/hose. When in the water, it bogs down at acceleration. Plenty of oil in the reservoir.
Any ideas? Thank you very much.
