1989 evinrude 40hp thermostat

I just got a boat with a 40 h

I just got a boat with a 40 horse evinrude boat runs great but idles rough for about the first 20 minutes. someone told me it was a bad thermostat??? Cause it starts spitting water from the exhaust ports immediately on start-up and a good bit of it and never gets real hot just slightly warm. The man at the docks where I have it moored said if it did not reach operating temp it would not idle smoothly. Does this sound reasonable and if I do need to replace it where is it located on the motor?

"Phillip.... If the engine eventually does idle as it should, in all probability the thermostat is either missing of is stuck open.

If it's missing altogether, suspect that the water pump is faulty and someone (someone cheap!) removed the thermostat as a short cut. If so, that short cut could result in piston damage as the thermostat is absolutely necessary in that engine.

The thermostat is located at the top of the cylinder head.
