1989 Evinrude 120 Overcharging

My motor just recently started overcharging and the voltage is all over the place. It runs about 15.1 to 15.4 volts. Just replaced the rectifier/regulatory and still does the same thing. Tried a different battery and nothing still 15 volts. Voltage was fine idling like didn't go above 14v but once you start going right to 15.
And after that, it idles around 15v. Motor runs great no problem with performance, Just charging. All wires hooked up right, no corrosion. Always been a freshwater boat. Everything visibly looks good. I'm Kinda Lost!

Looks normal.-----What are you expecting it to show at idle.---What are you expecting it to show at full throttle ?
 
Are you using a lead acid cell marine battery? If your using a closed cell maintenance free battery you need to add some high amp draw appliances to use up the excess power its producing. The newer batteries store power more effeciently and will void the warranty on stators and regulators. Get a refrigerated ice chest and keep it running while the engine is running. You can wire a relay to automatically power the fridge when the ignition switch is on.
