1989 90 hp Evinrude charging system.

I have an erratic charging system. Starts out not charging at all. Voltage will slowly increase up to about 13.1 at high rpm. Tach works about 1/4 the time. I was told to replace the regulator/rectifier. I did so and still have the same problem.

Any ideas
