Thank you all for your insight.
I have found that it is the motor. How do I relieve the pressure to get the motor up as high as it can go so I can get to the motor?

I guess what is the best way to get to the motor to take it off.

There is a manual release screw inside an access hole on the driver side of the motor down near the bottom of the clamp bracket. Open it @ 3 turns and you can tilt the motor by hand. Now to get the electric motor out you have to disconnect the wiring from the solenoids [disconnect your battery first], remove the steering cable from the engine, take out the transom bolts from the starboard clamp bracket, and then remove the 3 bolts holding the trim to the clamp bracket. Slide the clamp bracket away from the trim being careful the motor doesn't shift because you now have all the weight on one clamp bracket. This should give you enough room to remove the electric motor. I have a new replacement electric motor if you can't get yours repaired. Good luck.

" All the advice has worked great and I havce the motor off to get it checked out. But I had another problem happen while taking it off.
Question:
The screw that I turn to take pressure of in order to lift the motor manually is made out of plastic and as we were twisting the bracket up it caught and broke part of it off in the unit flush with side.

Can I tap this out all the way and get a new one?

In the past I have heated the tip of a straight screwdriver and used the scrwedriver to melt another slot in the release valve. Let it cool and it should unscrew the rest of the way out.

I have gotten the tilt motor fixed and reinstalled. Although I can get it to tilt the motor all the way up but it will not pull it back down. I have to release the valve screw to let it down.

What do I need to do?
